今年(nian)以來,淮(huai)北市市場監管(guan)局高度關注食(shi)品安(an)全(quan)(quan)工作,注重源頭(tou)治理(li),突出(chu)量化(hua)分級(ji)管(guan)理(li)、強化(hua)重點產品專項整治,實施全(quan)(quan)鏈條(tiao)監管(guan),食(shi)品安(an)全(quan)(quan)呈(cheng)現出(chu)總體(ti)平穩、逐步向好的發展(zhan)態勢。
一是強(qiang)化食品安(an)全(quan)源頭(tou)治理。全(quan)面落(luo)實農(nong)(nong)(nong)獸藥使(shi)用管(guan)理、生產檔案管(guan)理、安(an)全(quan)間隔期管(guan)理和(he)產地準出管(guan)理等(deng)各項源頭(tou)監管(guan)制(zhi)度(du);推進農(nong)(nong)(nong)產品質量(liang)安(an)全(quan)追(zhui)(zhui)溯(su)體系建(jian)設,引導企業(ye)接(jie)入(ru)農(nong)(nong)(nong)產品質量(liang)安(an)全(quan)追(zhui)(zhui)溯(su)平(ping)臺。目前全(quan)市(shi)已有35家專業(ye)合(he)作(zuo)社、家庭農(nong)(nong)(nong)場(chang)順(shun)利(li)接(jie)入(ru)級追(zhui)(zhui)溯(su)平(ping)臺;嚴厲打(da)擊銷售違(wei)禁(jin)農(nong)(nong)(nong)藥、假劣種子、肥料、非法添加、私屠濫宰等(deng)違(wei)法違(wei)規行(xing)為。截至目前,共出動執法人(ren)(ren)員500余人(ren)(ren)次,檢查(cha)各類單位200余家。抽檢蔬菜、瓜果、肉、蛋、魚等(deng)樣本233個,全(quan)市(shi)47家快(kuai)檢系統(tong)檢測各類農(nong)(nong)(nong)產品樣品24505樣次,農(nong)(nong)(nong)業(ye)執法立案查(cha)處3起。
二(er)是加(jia)強食品安(an)(an)(an)全生產環節監(jian)(jian)管。明確監(jian)(jian)管重點,實(shi)行(xing)一月一重點,一月一整(zheng)治;督(du)(du)促和指導(dao)197家(jia)食品生產企(qi)業開展食品安(an)(an)(an)全自查(cha),對48家(jia)生產企(qi)業食品安(an)(an)(an)全管理人員進(jin)行(xing)抽(chou)查(cha)考(kao)核,與61家(jia)小作坊(fang)簽訂(ding)了食品安(an)(an)(an)全責任書(shu);實(shi)施風險分級(ji)管理,做到日常監(jian)(jian)督(du)(du)檢查(cha)全覆蓋。
三是(shi)加(jia)強食(shi)(shi)品(pin)安全流通(tong)(tong)環節(jie)監(jian)(jian)(jian)管(guan)。按照風險分(fen)級確(que)定的(de)頻次和日(ri)常監(jian)(jian)(jian)督檢(jian)查全覆蓋(gai)的(de)要求,檢(jian)查食(shi)(shi)品(pin)銷售(shou)者(zhe)7522戶次,完成(cheng)覆蓋(gai)率55.07%;落實(shi)“雙隨機(ji)、一公(gong)開”要求,飛行(xing)檢(jian)查農貿市場6家,農村、校園周邊等各類食(shi)(shi)品(pin)經(jing)營者(zhe)41家,現(xian)場責成(cheng)轄區(qu)監(jian)(jian)(jian)管(guan)部(bu)門整(zheng)改問(wen)題72個(ge)。開展專(zhuan)項(xiang)整(zheng)治,先后(hou)開展了農村食(shi)(shi)品(pin)、校園食(shi)(shi)品(pin)(五毛(mao)、辣條)、亞硝酸鹽食(shi)(shi)品(pin)添加(jia)劑、食(shi)(shi)用(yong)農產品(pin)市場銷售(shou)規范治理和流通(tong)(tong)環節(jie)生豬(zhu)產品(pin)等專(zhuan)項(xiang)整(zheng)治,共下達整(zheng)改通(tong)(tong)知書224份,查處流通(tong)(tong)環節(jie)食(shi)(shi)品(pin)違法案(an)件(jian)88件(jian),涉(she)案(an)食(shi)(shi)品(pin)702.14公(gong)斤。
四是加強食(shi)(shi)品安(an)全餐飲(yin)環節監(jian)管。組織開(kai)展《餐飲(yin)服(fu)務(wu)食(shi)(shi)品安(an)全操作規范(fan)》宣(xuan)貫培訓;強力推(tui)進“明廚(chu)亮灶”工(gong)程建設(she),目前學校(xiao)食(shi)(shi)堂(tang)(tang)、中央廚(chu)房實現(xian)了全覆蓋;深入開(kai)展餐飲(yin)服(fu)務(wu)業風(feng)險(xian)(xian)隱(yin)患排(pai)查,對發現(xian)的(de)風(feng)險(xian)(xian)隱(yin)患和突出問(wen)題,及時抓好問(wen)題整改。開(kai)展學校(xiao)食(shi)(shi)堂(tang)(tang)專項檢查,共檢查學校(xiao)食(shi)(shi)堂(tang)(tang)469家(jia)次,立(li)案(an)查處(chu)4件,責令(ling)整改11家(jia)。
