2013年國家餐飲服務食品安全監督抽檢工作座談會在我省石家莊市召開

2013年1月16日至18日,全國餐飲服務食品安全監督抽檢工作(zuo)座談會(hui)(hui)(北片)在我省石家莊(zhuang)市召開。北京、天津(jin)、河(he)北、山(shan)西、內蒙古、遼寧、吉林、黑龍江(jiang)、河(he)南(nan)、陜西、甘肅、青海、寧夏、新疆等15個省(區(qu)、市)和新疆生產建設兵團(tuan)餐飲(yin)食(shi)品(pin)安全監管(guan)處(chu)室(shi)有關負責人、具(ju)體負責餐飲(yin)服務食(shi)品(pin)安全稽查和檢驗工作(zuo)的(de)人員參加了會(hui)(hui)議。國(guo)家食(shi)品(pin)藥品(pin)監管(guan)局石階(jie)平處(chu)長出席座談會(hui)(hui)并(bing)作(zuo)重(zhong)要講話。

會議認真(zhen)總(zong)結了(le)2012年(nian)(nian)國家餐(can)(can)(can)飲(yin)服(fu)務(wu)食(shi)品(pin)(pin)安(an)全(quan)監(jian)督(du)(du)抽檢(jian)工(gong)(gong)作(zuo),深入(ru)解析(xi)了(le)2012年(nian)(nian)餐(can)(can)(can)飲(yin)服(fu)務(wu)食(shi)品(pin)(pin)安(an)全(quan)監(jian)督(du)(du)抽檢(jian)工(gong)(gong)作(zuo)存在的(de)問題,全(quan)面(mian)部署了(le)2013年(nian)(nian)國家餐(can)(can)(can)飲(yin)服(fu)務(wu)食(shi)品(pin)(pin)安(an)全(quan)監(jian)督(du)(du)抽檢(jian)任(ren)務(wu),石階平處(chu)長(chang)分析(xi)了(le)當前餐(can)(can)(can)飲(yin)食(shi)品(pin)(pin)安(an)全(quan)工(gong)(gong)作(zuo)所(suo)面(mian)臨的(de)形勢和任(ren)務(wu),對(dui)今年(nian)(nian)的(de)餐(can)(can)(can)飲(yin)服(fu)務(wu)食(shi)品(pin)(pin)安(an)全(quan)監(jian)督(du)(du)抽檢(jian)工(gong)(gong)作(zuo)提出了(le)具體要求,中檢(jian)院食(shi)化所(suo)丁(ding)宏副所(suo)長(chang)對(dui)2013年(nian)(nian)餐(can)(can)(can)飲(yin)服(fu)務(wu)食(shi)品(pin)(pin)安(an)全(quan)監(jian)督(du)(du)抽檢(jian)工(gong)(gong)作(zuo)進行了(le)培訓,與會代表(biao)交流了(le)抽檢(jian)工(gong)(gong)作(zuo)經驗,探(tan)討了(le)抽檢(jian)工(gong)(gong)作(zuo)中遇到的(de)實際(ji)問題,交換了(le)工(gong)(gong)作(zuo)思路,達到了(le)預(yu)期(qi)效果。

會(hui)議提(ti)(ti)出,各級食品(pin)藥(yao)品(pin)監(jian)管(guan)(guan)部門要高度(du)重視2013年餐(can)飲(yin)服(fu)(fu)(fu)務食品(pin)安(an)(an)全監(jian)督抽(chou)檢(jian)(jian)工作(zuo),深入(ru)分析當(dang)前(qian)餐(can)飲(yin)服(fu)(fu)(fu)務食品(pin)安(an)(an)全監(jian)管(guan)(guan)工作(zuo)所面臨(lin)的新(xin)形勢和新(xin)任(ren)務,堅持(chi)以監(jian)督抽(chou)檢(jian)(jian)為(wei)(wei)日常監(jian)管(guan)(guan)提(ti)(ti)供支撐,監(jian)督抽(chou)檢(jian)(jian)為(wei)(wei)監(jian)督執法(fa)提(ti)(ti)供執法(fa)依(yi)據,監(jian)督抽(chou)檢(jian)(jian)為(wei)(wei)餐(can)飲(yin)服(fu)(fu)(fu)務單(dan)位食品(pin)安(an)(an)全控制措施(shi)提(ti)(ti)供素材的宗旨和目的,促進餐(can)飲(yin)服(fu)(fu)(fu)務食品(pin)安(an)(an)全監(jian)督抽(chou)檢(jian)(jian)工作(zuo)再(zai)上一個新(xin)臺階。

會議強調,各級食(shi)(shi)品(pin)(pin)藥品(pin)(pin)監(jian)(jian)管(guan)部門要(yao)堅(jian)持監(jian)(jian)督(du)抽檢(jian)(jian)與(yu)(yu)日(ri)常監(jian)(jian)管(guan)相經合、監(jian)(jian)督(du)抽樣與(yu)(yu)檢(jian)(jian)驗(yan)檢(jian)(jian)測相分離、監(jian)(jian)督(du)抽檢(jian)(jian)與(yu)(yu)監(jian)(jian)督(du)執法相聯動的原則(ze),及時發現餐飲服務(wu)(wu)環節存在的食(shi)(shi)品(pin)(pin)安(an)全(quan)隱患,加強食(shi)(shi)品(pin)(pin)安(an)全(quan)防(fang)控(kong),防(fang)范餐飲服務(wu)(wu)食(shi)(shi)品(pin)(pin)安(an)全(quan)系統(tong)性(xing)、區域性(xing)風險,確保餐飲服務(wu)(wu)食(shi)(shi)品(pin)(pin)安(an)全(quan)。

會(hui)議要(yao)(yao)求,各(ge)級食(shi)品(pin)(pin)藥品(pin)(pin)監(jian)(jian)(jian)管部門(men)要(yao)(yao)在綜合分析2012年度(du)監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)結果的(de)(de)(de)基(ji)礎上,科學制定抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)具體實(shi)(shi)施(shi)方案(an),結合餐飲(yin)服務環節(jie)食(shi)品(pin)(pin)的(de)(de)(de)時(shi)(shi)令性(xing)、季節(jie)性(xing)等(deng)特點(dian)(dian),明確(que)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)品(pin)(pin)種(zhong)、檢(jian)(jian)(jian)(jian)(jian)(jian)驗項(xiang)目(mu)、承(cheng)擔單位(wei)、抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)場所、抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)時(shi)(shi)間等(deng)相(xiang)(xiang)關(guan)工(gong)作(zuo)(zuo),并(bing)加強(qiang)對春節(jie)、中秋、國慶等(deng)重(zhong)(zhong)(zhong)要(yao)(yao)節(jie)假日的(de)(de)(de)監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian);要(yao)(yao)結合本地實(shi)(shi)際(ji)情況,不(bu)斷(duan)創(chuang)新監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)模式,充(chong)(chong)分發(fa)揮(hui)食(shi)品(pin)(pin)安全(quan)(quan)快速檢(jian)(jian)(jian)(jian)(jian)(jian)測(ce)方法在監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)中的(de)(de)(de)積極(ji)作(zuo)(zuo)用,將快速檢(jian)(jian)(jian)(jian)(jian)(jian)測(ce)初篩與實(shi)(shi)驗室檢(jian)(jian)(jian)(jian)(jian)(jian)驗相(xiang)(xiang)結合,及時(shi)(shi)發(fa)現(xian)食(shi)品(pin)(pin)安全(quan)(quan)隱(yin)患(huan),提(ti)(ti)高(gao)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)陽性(xing)率(lv)(lv),增加監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)覆(fu)蓋率(lv)(lv);要(yao)(yao)結合監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)實(shi)(shi)施(shi)方案(an),對食(shi)品(pin)(pin)采樣、檢(jian)(jian)(jian)(jian)(jian)(jian)測(ce)、數據匯總(zong)和上報等(deng)工(gong)作(zuo)(zuo)進行培訓,并(bing)加強(qiang)對監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)的(de)(de)(de)組織指導和監(jian)(jian)(jian)督(du)(du)(du)檢(jian)(jian)(jian)(jian)(jian)(jian)查,確(que)保監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)順利開展;要(yao)(yao)高(gao)度(du)重(zhong)(zhong)(zhong)視監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)對日常監(jian)(jian)(jian)管工(gong)作(zuo)(zuo)的(de)(de)(de)引(yin)導作(zuo)(zuo)用,充(chong)(chong)分發(fa)揮(hui)監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)效(xiao)能,提(ti)(ti)高(gao)監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)的(de)(de)(de)覆(fu)蓋面,對餐飲(yin)服務環節(jie)的(de)(de)(de)重(zhong)(zhong)(zhong)點(dian)(dian)部位(wei)、重(zhong)(zhong)(zhong)點(dian)(dian)食(shi)品(pin)(pin)及存(cun)在的(de)(de)(de)主要(yao)(yao)問題進行抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian),并(bing)對抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)過程中發(fa)現(xian)的(de)(de)(de)食(shi)品(pin)(pin)安全(quan)(quan)問題依法依規、認真處理,不(bu)斷(duan)提(ti)(ti)高(gao)餐飲(yin)服務食(shi)品(pin)(pin)安全(quan)(quan)監(jian)(jian)(jian)督(du)(du)(du)抽(chou)(chou)(chou)(chou)檢(jian)(jian)(jian)(jian)(jian)(jian)的(de)(de)(de)科學性(xing)、實(shi)(shi)用性(xing)和公信力,以確(que)保公眾飲(yin)食(shi)安全(quan)(quan)和身體健康。
