9月(yue)1日,我局(ju)召開視頻會議,部署進一步加強瓶(ping)桶裝飲用水生(sheng)(sheng)產環(huan)節(jie)的監(jian)(jian)管工作,要(yao)求9月(yue)上旬(xun)瓶(ping)桶裝飲用水企(qi)業(ye)對照(zhao)《瓶(ping)桶裝飲用水生(sheng)(sheng)產操(cao)作規范清(qing)單(dan)》自(zi)行整改,10月(yue)上旬(xun),市(shi)縣(xian)局(ju)開展(zhan)專項監(jian)(jian)督檢查和監(jian)(jian)督抽檢。市(shi)縣(xian)(區)局(ju)和鄉鎮(街(jie)道(dao))所負責食品(pin)生(sheng)(sheng)產監(jian)(jian)管分管領導(dao)及(ji)監(jian)(jian)管人(ren)(ren)(ren)(ren)員(yuan)和企(qi)業(ye)人(ren)(ren)(ren)(ren)員(yuan)(企(qi)業(ye)負責人(ren)(ren)(ren)(ren)以及(ji)質量負責人(ren)(ren)(ren)(ren)、質檢員(yuan))共(gong)482人(ren)(ren)(ren)(ren)參加會議,省局(ju)胡斌瑩副(fu)局(ju)長出席,并做了重要(yao)講話。
本次視(shi)頻會議(yi)還邀請食品(pin)安全(quan)專家韓旻(min)授課,主要內容(rong)(rong):1.《瓶(ping)桶裝(zhuang)飲(yin)用(yong)水生產操(cao)作規(gui)范清單(dan)》介紹;2.瓶(ping)桶裝(zhuang)飲(yin)用(yong)水工(gong)藝流程及關鍵控制點(dian);3.監管人員巡檢重(zhong)點(dian)把握內容(rong)(rong)。
對瓶桶裝飲(yin)用(yong)水(shui)的監管(guan),我(wo)局轉(zhuan)變(bian)了(le)以往(wang)的監管(guan)模式(shi),由事后查(cha)處為(wei)主向(xiang)(xiang)(xiang)預防為(wei)主轉(zhuan)變(bian),由粗(cu)放式(shi)監管(guan)向(xiang)(xiang)(xiang)精細化監管(guan)轉(zhuan)變(bian),以“打破(po)行(xing)業潛規(gui)則、提升(sheng)食品(pin)合(he)格率、幫(bang)促優質企(qi)業”為(wei)目標,運用(yong)“問題導(dao)向(xiang)(xiang)(xiang)、清單管(guan)理、靶向(xiang)(xiang)(xiang)治理”的工作思路,層層遞(di)進,扎實(shi)做好瓶桶裝飲(yin)用(yong)水(shui)監管(guan)工作。
我局上半年針對大桶(tong)(tong)水(shui)2013年第四(si)季(ji)度國家(jia)抽(chou)樣(yang)不合格情況,積極組織(zhi)開(kai)展(zhan)大桶(tong)(tong)水(shui)專項監(jian)(jian)督檢查和(he)監(jian)(jian)督抽(chou)檢,以微生物易(yi)超標為問題導向(xiang),實地調研大中(zhong)小大桶(tong)(tong)水(shui)企業,主(zhu)動上門請教食(shi)品安(an)全(quan)專家(jia),制作必做和(he)禁做清單,約(yue)談大桶(tong)(tong)水(shui)企業并征求市縣局一(yi)線監(jian)(jian)管(guan)人員(yuan)意見后制定《瓶桶(tong)(tong)裝(zhuang)飲用水(shui)生產(chan)操作規范(fan)清單》。本次視頻工(gong)(gong)作會議正是基(ji)于上述工(gong)(gong)作的(de)基(ji)礎(chu),細(xi)化(hua)監(jian)(jian)管(guan)工(gong)(gong)作任務。
下一(yi)步,我局(ju)將制定瓶桶裝飲用水A、B級企(qi)業(ye)標準(zhun),并適時發布(bu)A、B級企(qi)業(ye)名單(dan)。此外,對不按(an)照清單(dan)整改,且抽檢(jian)不合格的企(qi)業(ye)按(an)最高上限(xian)處罰(fa)。
